Makabayan solons file resolution to honor legacy of late CHR chairman Gascon

The Makabayan bloc filed on Friday a House resolution to honor the legacy of the late Commission on Human Rights (CHR) chairman Atty. Jose Luis Martin “Chito” Gascon.

In filing House Resolution No. 2298, the six members of the bloc expressed their condolences and remember the legacy of the late human rights and peace advocate.

The resolution calls on the House to “express its condolences and to honor the legacy of the former Constitutional Commission Member, Former Congressman and Commission on Human Rights Chairperson Atty. Jose Luis Martin “Chito” Gascon

The resolution was signed by Bayan Muna Party-list Representatives Eufemia Cullamat, Carlos Zarate, and Ferdinand Gaite; Gabriela Women’s Party-list Representative Arlene Brosas; ACT Teachers Party-list Representative France Castro; and Kabataan Party-list Representative Sarah Jane Elago.

The solons cited Gascon as the youngest member of the 1986 Constitutional Commission, which drafted the 1987 Constitution.

The late CHR chair also subsequently became a member of the 8th Congress, representing the youth sector.

The Makabayan solons said Gascon had been an instrument in the institutionalization of the Sangguniang Kabataan through the provisions of RA 7160 or the Local Government Code, and protection against child abuse with the passage of RA 7610 or the Special Protection of Children Against Abuse, Exploitation and Discrimination Act.

The late human rights and peace advocate also helped in the peace negotiations between the government and Moro revolutionary groups including the Moro Islamic Liberation Front (MILF) and the Moro National Liberation Front (MNLF), the solons said.

Gascon passed away on October 9 after contracting COVID-19, his brother Miguel said.

He was also a member of the Human Rights Victims’ Claims Board, which processed claims for compensation for victims of human rights violations during the Martial Law era. —Richa Noriega/KG, GMA News
